Scope and Contents

A signed copy of the U.S.-N.Z. agreement to conduct superpressure balloon flights from New Zealand is this file along with a copy of a telegram from the U.S. Department of State to the U.S. Embassy in Wellington, New Zealand, prohibiting GHOST balloon flights during the French atomic bomb tests in the Pacific. Internal correspondence concerning the flight prohibition is also included. A summary of initial balloon flights is presented as well as plans for a second year of operations from Christchurch. State Department approval of Phase II is in this file.
