Correspondence in this file includes a recap of Phase II accomplishments and plans for Phase III (overcoming the balloon icing problem at lower levels, testing an improved balloon location system, and tests of non-satellite balloon location system for GARP). The file also houses correspondence between NCAR and NFS regarding Phase III and a copy of the agreement extending the GHOST program for a period of two years from June 1968 signed by the director of the New Zealand Meteorological Service.
