Negotiations, Phase IV, 1966, 1970

A resume of superpressure balloon flights made during Phase III is presented as well as the results of balloon hazard tests (static ground tests and dynamic airborne impact tests). The capabilities of superpressure balloons is reviewed and Phase IV objectives are presented. A signed copy of the MOU extending the GHOST program for a period of two years from 1 July 1970 is included.
