Early GHOST, 1962-1966

A copy of the proposal for a new international upper air sounding program (GHOST) presented at a WMO meeting in 1957 as well as the first press release on Project GHOST are included in this file as well as correspondence with the office of the President's Science Advisory Committee seeking support for GHOST. Also included is correspondence concerning balloon overflight approval from the Soviet Union to establish a northern hemisphere long duration balloon flight test program (permission to overly the USSR was denied). Early position reports from balloons flown in the southern hemisphere are included.
