Correspondence with the U.S. Department of State confirming the addition of am HF command balloon cut-down system on all Carrier Balloon flights to destroy the balloon prior to crossing latitude 20 degrees North. Also included are copies of Department of State cable to the Paris embassy requesting French approval to launch balloons from Kourou, French Guiana.
