Scope and Contents
An Operations Plan is presented for the Carrier Balloon Program as well as comprehensive assembly and pre-flight check lists along with the proposed code for Carrier Balloon transmissions. Also included is a proposal for a common standard for the transmission of large satellite data stores as well as internal correspondence concerning the need for programming assistance.
