Early correspondence between David Atlas and NSF regarding new concepts for the Facilities Laboratory. Also internal NCAR correspondence regarding a reorganization of the FAL. A proposed organization and operation of FAL report is included in which the Computing Facility would become a separate management entity and no longer be part of FAL.
